The membership of the bi-annual and the quadrennial General Conference shall be composed of all elders, all lay delegates elected thereto by the local churches, and all general officers, consisting of the General Superintendent, the General Secretary, the General Treasurer, the General Foreign Missions Secretary, the Foreign Missions Box Work Secretary, the Editor Pilgrim of the Pilgrim Nazarene Herald, and the General Board members.

(Provisions are made for representation from Foreign Missions fields.)

The local church shall be entitled to lay representation in the General Conference as follows: the Sunday School Superintendent, the Missionary President, the Youth President, the Church Treasurer, and one elected delegate from each church of twenty-five (25) or fewer members and one additional member for each additional twenty-five (25) members or major portion thereof. These shall be elected by majority vote of the local church at the annual meeting, or specially called meeting for that purpose, preceding the General Conference.                                                                             2006 PNC Manual, page 58 - 59
